I can't get a Reaper to spawn

So I know you have to have zone above level 21 and have to have at most 7 rivals, but this is the thing. My zones are level 20, and each time I kill a rival and try to relevel the zone another rival spawns before the zone reaches level 21 and even has a chance to spawn a Reaper.
What am I doing wrong ?

Some points to give you an idea how much bots you need to destroy to level up a region so you can spawn a reaper, which is the only source of good weapon drops at moment. Note KVM59 experimental, in my latest experience, only drops from rivals not from reapers.

To level up a region to 23, which is the best time to spawn a reaper, a player will need to destroy around hundred tanks, or 200 harvesters, or 400 hunters, or a thousand runners if you start from zero score to reach level,

When you kill a rival your region level drops.

The region score needs to be 19 or higher, the 21 thing is taking into account the score drop after killing the 8th Rival. It's best to kill the lowest ranking rival to reduce the score penalty. I've had the most luck getting a reaper in Farmlands.

Just a heads up, bring lots and lots of ammo and fight it from a structure. It's blast wave attack covers an insane range. And it spawns rocket runners. Use the LMG or 50 cal sniper to destroy the shield generators, otherwise you'll waste a lot of ammo.

Don't feel bad. I played for 4 hours without any spawn. Quit, went to bed, got up the next day and spawned 4 in an hour. Same area, level 23-24.
