Nah. There would be a + next to the item including some indication if it actually did something.

But seriously, they just seem to be in there for looks Too bad there are no stats or anything.
But I prefer rocking out in my biker jacket and punk skirt. Can't have those cramping my style.

I found an experimental Marine chest rig (basically a shirt with ammunition pouches on the front) which similarly does nothing. This was a reward from a rival harvester and it's many (many) hunters.
