There is a FPS cap in the settings. You have to activate the dynamic framerate for that. Just set it to 60 or 30.
Otherwise, you may have to look into replacing the thermal paste of your CPU.

The dynamic resolution works in the opposite way.. if you go below 60 or 30 then your resolution will decrease until the game again runs at 60 or 30 fps.

changing that setting does nothing, still going at 144 whatever i do.
Running msi now to cap at 70 fps im at 70C on cpu 60c gpu.

other games usally dont go higher then 60C on my cpu so i find it strange to see it going to 70C

Wish I would have known about this issue when I first started playing. Was at least 60 hours in before I fixed it.

If you have a Nvidia GPU you should force vsync on in the control panel

My bad... you're totally right.
Capping the FPS with forced vsync would be the thing to do I guess.

If your cpu is overheating that's an issue with your cooling setup or your cpu is clocked too high. This game in particular yielding higher temperatures than others would only mean that it's utilizing more of your cpu. There is no "Make the cpu super hot" code, only programs that are better or worse at utilizing all available threads/cores.

That being said, you can use something like RTSS to enforce a framerate cap of your choosing. Alternatively, as others have suggested, if you turn on vsync it will also effectively cap the framerate at your monitor's refresh rate.

been using MSI afterburner to put a cap on it, steady 70C on gpu and cpu its ok

No temp issues here. But I cap my FPS at 165 with Afterburner. In any/every game I want.

Just a note: If you use fullscreen mode and alt-tab the game will max out your GPU even if you have vsync enabled.

Anyone know if the crashing issues are related to any of this? I have D3D Overrider so it SHOULD be limiting my FPS... but the game crashes anyway. I have no idea why.

I use RTSS to limit my fps and I dont remember a single crash on a full playthrough of both the base game and the DLC on this last patch.

If you're getting crashes, try restarting your PC and closing every program and process you dont need, then see if you still get crashes. I get crashes when I have OBS running sometimes, or Chrome, or if my Afterburner FPS limit is enabled. Or if you are overclocked or running weird drivers or hardware, obviously.

I already shut down pretty much everything. Makes no difference.

Also tried using Nvidia Inspector to downclock my graphics card, but it still crashes. I find that if I use a Windowed mode I actually get to see an error message saying some ♥♥♥♥♥♥♥♥ about the Direct 3D device being disconnected. Which it clearly is not.

Which suggests it's something screwed up in the way the game talks to my graphics card.

What is isn't complaining about is the ram, which SHOULD, if anything, be the issue, since I only have 6GB of it.

But the game runs perfectly... until it randomly crashes for no reason.

In case this is a driver issue... is anyone else using a 980 Ti, and if so what driver version are you using? I'm sure I've tried several by now. Even did a clean install after using display driver uninstaller in safe mode.
