Can you visit the other islands?

I am pretty far into the game and I have seen there are a few islands surrounding the main one and you can see roads on there and even some buildings but I can't cross the water and I haven't seen a way to use a boat or anything. Is there any way to get to them or is it something you can do later in into the story? Just curious if it's just decoration or actually something you can reach.

*there is nothing secret or hidden on this specific islands witch i managed to go to, however they are walkabel and detailed, i was expecting it to be "flat ground".

guess this is where the new content will go in future updates, if there every will be eny.
