Considering how many destroyed & burned up cars we keep finding all over the place, I really don't think that "staying in the car" would be a safe option.
While the world is big, I'm sure this is probably not going to fit into the game because of many reasons. Some I can think of are stuff like Ai behavior (they seem to fire and are usually easy to dodge, can't see how a faster moving vehicle will make it any harder for the gamers). Also a lot of uneven grounds and debris/wreckage on the paved roads, so it would be more of a hassle.
If they do bikes, I'm unsure how smooth the map is, but I feel like we'll have a lot of funny physics issues on those uneven terrain.
It's green, has no gears (it's a mono gear as the kids say), rolls easy on it ballon tires, heavy and nearly indestructable! It was a cheap way for a army of nearly 800k conscript soldiers to transport them self. Well, some of us had other means to get around, but for the infantry, that thing was what they got.
Plus, who said there should only be cars?
They even mention bicycles on the stream today, so who knows what they will add ones the game is stable.

Many have also perceived the long distances between interresting places as something negative. Vehicles such as bicycles, EPA-tractors, an army off-roader or even a basic APC could solve this.
Slow vehicles could work. A Hägglunds BV 206 as a playable vehicle could work without ruining the atmosphere:

Slow, loud and lacking armour but it's amphibious. Handy if the surrounding islands are intended for DLC.Have it come with a leak to prevent you from going places you're not supposed to.
EPA tractors as OP mentioned have a top speed of 30 km/h if you redline it. They were mostly unregulated and driven by kids, so straight pipes were very common.
Both of these vehicles are ridiculously loud and would alert any machine within a significant radius, and you would have little chance of outrunning anything but a tick. Their status as vehicular icons in Sweden would fit the overall theme of the game IMO.
Bicycles could work if implemented correctly. You're easier to spot and running over obstacles at speed makes you fall over and lose health, and unless you stick to the roads they'd be so slow that you're better off by foot anyway.
My headcanon is that, since the machines seem so interested in fuel, they drain every vehicle they come across and that's why you can't drive in the first place.
