can't put exhibit animals in exhibit on

I'm playing the "Goodwin Arctic Research Park" mission and trying to put European Peacock butterflies into an exhibit. I keep getting a message when I mouseover the exhibit that says "This exhibit doesn't support the animals you're trying to move". Any idea what would prevent an exhibit animal from being able to go into an exhibit?

They only work in the walk-through exhibit.
