They can be tricky when using the more shy species. Most of the time a shy species simply cannot support guests in the habitat. But when the guest may enter one should use the quiet signs generously. Also note that habitats that allow guests need to be a good bit larger than the size noted for the number of animals within, but not too much larger.
Encounters animals are generally not shy so no need to worry about that.
To determine if guests may enter a habitat or if the species supports encounters check the zoopedia.
As for do payers use them often... Well yes and no. It really depends on the animals being used and the overall plan for each zoo. They do work as intended when using the correct species.
I have to disagree a little with this statement, Flamingos and Lemurs are described as allowing guests to enter the habitat and these both struggle immensely with stress I have found. I have not tried too many animals though and the signs definitely make a difference

Yes, many shy species do say guests may enter. But only a few of them can actually support guests in the habitat. Even some of the species that are not listed as shy can generate warnings if too many guests enter the habitat.
Another way many of us keep the warnings to a minimum is to not have the path go all the way through the habitat electing for a single entry/exit setup. Also having these habitats off of the main paths can help.

There are various uses for the walk thru exhibit building that do not require any DLC. One example is using it as an invisible visitor stress free shelter for Savannah animals for a more realistic Savannah habitat (the animals sheltering under trees versus inside constructed shelters) where the game requires shelter coverage.
