there are animal DLC and then themed expansions.
the "themed expansions" come with less animals, but comes with associated themed building materials.
These are typically prioritized, as they add more things to make your park different.
look at the most recent Dlc tier list, the biggest creators have them. Dont worry about the tier, and just listen to what the added.
try to get as recent as possible, because the dev do fix things, and have added better textures fir some things.
like they will say " if you want to get scenery that goes well with the back area of a zoo, barnyard has a lot of tools, and things that work with that."
IMO it's with getting what you want in your zoo, but getting some packs with materials is also good.
I personally like the Aquatic pack, North America Pack, Africa Pack and Grass + Wetlands Packs.
