Anyone else having an issue with the Casa Dom Scenario, where the inspector never shows up for gold star?

The last bit of the Casa Dom Scenario I need is a 4.5 rating on the inspector report. It keeps bugging out at "one month until inspection" mark. No matter how many months go by the inspector never arrives. The rest of the gameplay is normal. I even loaded a previous save. I quit the game completely and reloaded. I did the entire scenario over. But as soon as i get there it refuses to do the last thing i need to get the gold star on the scenario rating.
