Check if your keepers are in the work zone of the habitat.
Or that they have enough room to walk in the habitat
Some notes on keepers and how they work. First the keeper comes to the habitat and does a check on that habitat. Then the keeper goes to the keeper facility and prepares the food and returns to the habitat to fill the various feeders. After that the keeper will clean that habitat.
Workzones
For habitats it's best to have a 3 or 4 habitats and one or two keeper huts in the workzone, nothing else is required excepting to assign a few keepers. How many keepers depends on how many animals are in the habitat. Start with 3 or 4 keepers and add some if the habitats are staying dirty or animals are hungry
It is possible that the habitat has lost data (usual after a reload) and that habitat needs to be reset. We can reset the feeders by moving them slightly. In more stubborn cases we move a barrier post slightly, wait a few moments and then tap ctrl+z. That forces the game to recalculate the entire habitat.
If issues persist it might be worth the effort to verify game files.
