But to Make sure there isn't something odd occurring in your copy of the game we need to do some things first.
It sounds like you might need to verify file integrity. But to do that all mods and their support files need to be removed. Just make a folder on the desktop and drop them there temporarily. Once done you should then verify game files through steam library and test for function. If you still have issues then uninstall the game and remove anything left behind in the game folders and reinstall. It's prudent to verify again after the fresh install and test for function. If all checks out you may then start returning the mods one by one and check function as you add them.
Note that you should not use a saved game to test function as the missing mods can cause issues as well.
