For the scenario, the tour I built was 11 tour points, counting the start and finish points, and how I built it was 2 animal talk points -> 1 intermission, rinse repeat 3 times. I put food, drink, toilets, picnic tables, and staff (break) room at the intermission points (the 2nd and 3rd intermission actually use the same location).
It got a rating just over 4.5 stars overall, so to 'win' the scenario I just needed to run time forward such that a complete tour went through twice (once for the silver objectives and then again for the gold).
Just make sure you have EVERY tour point in the work zone, or you end up having a tour where suddenly it doesn't resume at that point (I missed one tour point at first and learned this).
It does take a bit even after you have the work zone set up and the educator(s) in the work zone, before they go start the tour. It was about 5 months of game time before my educator stopped just 'wandering around' and went to the tour start. I assume because the tour start is triggered based on a specific number of guests first queueing up, or something like that.
