A little more information here: https://forums.frontier.co.uk/threads/custom-billboard-resources.566935/page-7
Anyway, there is this >>> https://www.softpedia.com/get/Multimedia/Graphic/Image-Convertors/Graphics-Converter.shtml
.TGA IS ancient. I had to go look up what it was just to use the billboards. I have no idea why they'd make such an arbitrary choice. Win 7 and others are perfectly capable of using .Jpeg, .PNG, and all the others. I feel like Windows is just trying to blackmail people at this point.
In the meantime I will try out your suggestion (thank you), as well as GIMP. I've tried three different converters so far with no success (they work, but I don't want to use the resulting pictures).
I don't think they made it as a choice, I think something about the older version of windows is causing a problem which, hopefully, they will be able to fix.
It wouldn't be the first time a game has glitches on older versions of Windows than the most current one.
BTW, to be fair, bmp, png and jpg are also all rather ancient formats, though TGA does predate them by a few years all of them were created between 1985 (tga) to 1995 (bmp). jpg and png fall in between at 1989 and 1992 respectively. And that's just for the current versions of the formats. BMP was first born in 1969!
Ok, well that helped a lot. But it's still not near as bright and vivid as the original unconverted pic is. At least they're usable now...
Glad it helped a lot. Hopefully they fix it soon so you can use the other formats.
