If you selected challenge, scenario, or franchise and did not see everything it is not because it is completely unavailable to you. There is a research mechanic as a part of the gameplay loop for unlocking building pieces and enrichment items in particular zoos. If you do not want to mess with that, again, sandbox mode.
However, yes and no. You can download specific zoo saves from the Steam Workshop and there are some really nice ones. I supposed you could argue they could be 100%, but they will not unlock the specific scenario statues or any game progress because that is not how Planet Zoo is set up to function.
This is not entirely true... Centerpieces you unlock from Bronze-, Silver- or Gold-starring can be taken into other zoo's you build but do have to be unlocked first unless you play in sandbox mode. Likewise; research you've completed once in a franchise zoo is carried with you into any subsequent franchise zoo you start...having said that...if you haven't unlocked it...you can't use it in franchise or custom mode (unsure about sandbox mode).
TL;DR: There ARE a certain amount of unlocks so if you want to play with all the pieces unlocked from the start then play in sandbox mode. If you want a "carreer" experience then play franchise mode.
NOTE: The best stuff you end up building yourself. I've only stuck a couple of hours in over a span of 3 days but already I've given the finger to the prebuilt hard shelters or store designs and ended up building (and saving) my own custom designs; for the flair of making your zoo TRULY yours. My first semi-aquatic alligator hardshelter I designed myself I was rather proud of though I'm sure the pro-designers in here would think it a piece of trash xD
