No, it is not very clear at all. You are saying that some important research topics are randomly unavailable to the players who purchased the game. You are saying that in Franchise Mode “some people” may not have all the tools available to other players. How is that even possible? What’s the point?
If that was by design then Frontier would have said so and more than 2 players would have experienced that since 2019. There would have been “warnings” and “hints” and YouTube videos about “what the game did not tell you” and whatnot.
The more plausible explanation is either it is a rare bug or you misremember the event.
I lost count of how many times I was seemingly unable to find something that was right in front of my eyes. It is a common occurrence with this game and its cluttered interface.
