If it indeed was not, then you encountered a weird bug. Not a feature. The situation with your vets researching something else at the moment of the outbreak and therefore not running to the habitat right away has nothing to do with the fact that you had (or supposed to have in a non-bugged game) Q fever among your available research options BEFORE the outbreak.
