Underwater Feeder Problems

No matter what I do I cannot get the underwater feeder to work for me. I've had it at the proper depth, called keepers to it several times, and it never gets filled. I've tried it with another feeder tray on land; I've tried it without. I've tried it in several different animal enclosures so I'm not sure what the problem is. Anyone else having the same problems?

Does the underwater feeder status say "feeder ready"? Has the keeper brought food at least once to the habitat?

I don't remember, I logged in to check that and my game must have caught up with the update finally as the feeder was not only operational, but also full.

There was a known issue of it saying keeper cannot reach feeder. Not sure if they fixed it yet.
