No. Probably because I do not let my zoos reach the point where my computer will lag. So many different computers; so, I assume everyone has a different threshold for lag.

On my previous graphics card my zoos lagged at a particular size. I got a better graphics card and could build bigger zoos before it lagged. It all depends on your PC's specs. But I find that when it starts to lag, laying paths and building habitats it does not lag as much, while on Pause.

Yes. Everyone. The more work your GPU has to do the longer it takes to render a single frame. This is common sense, math, physics, limitation and law of the natural world. There is no solution physically possible. More work = longer frame time.

Beyond reaching the limits of computing power for one's computer there are a few things that users can control that cause zoos to lag.
Controlling guests. Limiting the number of guests can help to reduce the lag in one's zoo. Also controlling how they move through the zoo. Traffic jambs of guests create a huge hit on frame rate and lag as each frame they are recalculating a new route when they get blocked by another guest. So be aware when planning paths and habitats to reduce crowds as much as possible.
Controlling animals. Animals have the affect on frame rate and lag so think about the count of animals and any places they might get stuck or blocked.
Settings. For most players there few settings that will affect performance much. The reflection options and shadows options are the two that make the most impact. Of course the resolution one plays at can affect performance as well but it's still better to play at your monitor's native resolution.
Hope something in this helps you to keep your zoos performing well.

My zoo typically starts lagging when I get lots of small animals together in the same enclosure, or when I have lots of animals in a single enclosure.

Basically, the more things going on the more work the PC has to do. I would suggest that the max specs recommended are the min ones. Game producers like to recommend low specs to encourage people to buy their games, they are hardly going to say you need a super-computer. And don't forget that the specs are for the basic game, not also for the latter and all the DLCs.
