Trouble with Gondola loading

I've tried looking up solutions to fix this and nothing is working. I currently have the settings at:

Any load
Minimum Wait 20s
Maximum Wait 40s
Departure 10s
Don't Block Station is off

I've played around with the settings, and nothing is working. The guests won't get off the cars now, and guests still aren't loading....

I finally fixed it, I just kept playing with the settings. Here are the settings that worked for me:

Any Load
Minimum Wait 20s
Maximum Wait 30s
Departure 20s
Don't Block Station is off

I think the gondola takes about 25 ticks to unload and load so departure interval should be higher than that. Other rides that cycle is different. The wait times seem to be how long without activity will the car/train wait before it gets released so max wait time should be higher than departure interval but less will still work. Minimum wait time should be around that time to load/unload or the same as departure interval. If you have the times correct on everything else then don't block station actually works well allowing trains/cars to be forced to continue when a station is not busy.

With monorail shuttles I have min departure set at 75. Often guests can take longer than they should getting off. Have the entrance and exit very near to where the rides stop.
