So no, It's not feasible to attempt a zoo with all of the animal species in one zoo. This is one reason we have franchise play. It allows players to create multiple zoos as a single business entity than has the diversity of all species among them.
In sandbox, we may simply choose to load another zoo from the esc menu.
I can see the appeal because you could then create each zoo as simply a section of a bigger "meta zoo" so to speak, connected by loading screens basically. So you could create a small "africa zoo" and a small "asia zoo" and then put a point on the map or an option in the menu to "fast travel" to one or the other, making it seem more like one big zoo.
I don't think that would ever be a feature though since it would just be cutting out the step of "go back to main menu".
As to the OP, the only DLC I don't have personally is the barnyard animals, because frankly those are the only animals I don't care about seeing in a zoo lol. I also would personally say picking up DLC on sale is far more of a good value than buying them at cost. Most of them imo are not really worth the base price when you consider how much content they add vs the amount of content that was in the base game (they don't really add 1/4th of a game's worth of content for most of them) but at 50% off i would say almost all of them are worth it if you enjoy the animals in the pack.
For reference, the base game had like 75~ animals (give or take a couple depending on Deluxe version or not) and each dlc usually adds like 5-8 animals iirc, meaning at best they are 1/10th of a game, so should be around $5 at most imo.
