Were there mods from places like nexus installed? If yes, those mods and their support files should be removed and the files verified.
I went onto my Steam Library. On the left side where all of your games are listed, I found Planet Zoo, right clicked on it and there was an uninstall option. When you click that it'll uninstall the game. Then I just restarted my computer for good measure, then went onto my list and clicked to install it.
Open steam library then right click on planet zoo and select properties. In the window that opens at the bottom type -watchdog 0 in the box labeled launch options.
This is less often the issue but it will do no harm if one does add that.
Also clearing the steam cache can help many players that are having slow or failed game launches.
