Stations can be a puzzle at times. 100s waiting at one (always a good idea to have very long Qing paths) and no one at others. I came to the conclusion that if a station is not near to a habitat - that has a popular creature in it, no one will use that station. I have placed stations near to entrances, but it does not always make them any more popular with potential passengers. It can be hard to keep up with stations really. Price, number of, and number of carriages.
