The creation of an entirely new user interface for pc is most likely the reason, a whole lot of work for something that is just an optional feature. Most likely the same reason why planet coaster still has no controller support after all these years.
Then get a console
Unfortunately you can't just magically add controller support as this would mean completely changing the UI, the UI on the console version has been made to accommodate controllers, the PC version has not
you dont like someone asking for controller support dont say anything at all its their way of playing games not yours
