Ultimate Pack not allowing for purchases

Why is the Ultimate Pack not taking off my previous purchases? packs do in other games on Steam but not on here. Why would I buy the Ultimate Pack when I already own the main game and Deluxe Upgrade. Makes no sense at all. And puts me off buying all the other packs which I could forseeably do, but not going to buy them separately.

They are losing sales here.

Because it's a deal to entice new whales to buy in big, not a complete your collection deal.

Quite frankly yeah, all they're doing is annoying existing customers, and driving them down other avenues.

It is not packs, but bundles. There are 2 types of bundles: one with no removing items and one where owned items are removed. Planet Zoo:: Ultimate Edition is the last type.
