That said, value is what you derive from it, and "worth it" is entirely a matter of perspective. I suspect I would spend more time, and probably get more fun from an additional £4.99 DLC than I would from a £20 cinema ticket, so in some ways it's a bargain (or just more proof cinemas are overpriced). I think the most important question is how much the DLC will add to your personal experience and whether that is worth the price for you.
Scenario Pack: These Packs come with 4 Habitat Animals + 1 Exhibit Animal + Various Building pieces for you to make your own buildings + vegetation + 1 career or challenge scenario. Each with a theme of animals and scenery pieces. Some come with enrichment items.
Animal Packs: These Packs come with 7 Habitat Animals + 1 Exhibit Animal + 1 Career or Challenge Scenario + vegetation, no building pieces. Each one with a theme. Some come with enrichment items.
Both are the same price. There are some exceptions, the Deluxe Upgrade Packs completely escape All this rule (only 3 animals, more expensive), the Artic Pack exchanges an Exhibit animal for one more career scenario, the South America Pack it has no scenario at all, and the Grassland Animal Pack has 13 animals if you count each butterfly as a different animal.
From there, it's up to you to use that information to decide which animals you like, which building items you like, whether you prefer a career or a challenge scenario, which animals are "innovative" and which are simple reskin/recolor, etc. And so, you can choose which Pack is worth more for your taste.

I have all of them.
I guess I would hope to afford it on a higher discount. I'll wait for the next sale.
Stick with the basegame at first, it's a solid base game as it is.
During your hours playing, you'll find yourself wanting specific building pieces or animals.
Or you feel that something is missing. That's when you go looking for that specific pack that fills that void.
So, let your playing style determine your DLC-choice. In general that's a good way to go when you have a lot of DLC to pick from.
