that's bad consumerism.
The bigger ones have mini-campaigns. Plus more dinosaurs. I think they also unlock challenge mode missions.
The game is much easier (when you start) if you have the dino packs. But they are not needed at all. I didn't. I played through the entire thing with only the base game.
I started out with the "Deluxe" pack and have not been sorry. Aquatic Pack added lots of very useful stuff and a much needed dimension to the zoos. European and Conservation packs have been excellent as well for building purposes. I'm sure everyone has their favorites. :)
Just remember, in Franchise and non-sandbox modes, you have to have your mechanics research the DLC before those pieces show up for construction. Ditto animals and vet research.
