Animals are thirsty
I am playing the challenges right now and i have no clue why my guests keep complaining about "This animal looks like it is thirsty." yet my animals have water sources and full hydration. They are not hungry at all, either! This pushes down the overall rating of my zoo however.

Bigger enclosures with lots of animals need more than one water source.

It should be fairly obvious when this happens. If you always see a circle of animals around the water source, and you see animals running to the water source whenever one leaves....

Clarify if you are playing challenge mode or career mode. In career mode the scenarios have some things set to be much more difficult than normal and is part of the training the player to handle specific issues.
If it helps, I usually use the water tap which is constant and has no need for the keepers to fill it ensuring there is enough water for the animals in a habitat. Of course that adds a small cost but is normally not a big issue for a zoo.

You could give each inclosure a naturaly water source (make sure you have a water cleaner close enough). Or as grampers said install a few automatic filling watertaps. Sometimes it can also be the temperature. So if you have a hot climate, make sure you have shade and the water source close enough to it.

This has been a bug in the past, hopefully you've found a solution.

Check the habitat tab under the heat map viewer to see if they can't access the water source (this is how I can see if an animal is able to get into a new pond).

If your climate is desert or tropical, add cooling air vents to your habitat and set them at a mild temp (15C/60F or so). Good luck on your electric bill.

Keep in mind that visitors thoughts that you see are something that happened in the past, so a visitor thought about an animal being thirsty means sometime while the visitor in the zoo it was an issue....that's why when you look you might say "but no animal is thirsty!"....because you aren't looking at the same time as the visitor was.

I agree with all of the suggestions above, btw. The most likely reason visitors saw issues with animal thirst is because you have some animals that are reliant on a keeper for their water needs and the above solutions remove that requirement.

I was playing challenges on normal difficulty. I always offer multiple water sources and the animals were fresh in the cage, but fully hydrated. I assume this was the bug mentioned above.

Doesn't the water need a temperature regulator of its own?

This can happen randomly. Sometimes it helps to just move a barrier post slightly to recalculate the habitat.
