Giving up on Vertical/stacked building. "Obstructed"
I've been testing some things in sandbox before I try it in my own zoo and my god it is impossible to build vertical/stacked. Always and everywhere it says "obstructed", even on a brand new sandbox map with nothing on it.

I have looked up many videos now of people attempting this, not sure what is different on my end. I tick every box on and of to test, nothing works. Sometimes it works and sometimes it doesn't. But it only takes 1 hex on the grid to screw up an entire build...

I'm working with align to grid wherever I can to build straight paths, but even THAT will often give me the "obstructed" error on flat terrain. Again, brand new sandbox map. I assume sandbox maps are completely flat? I even tried flattening the area if that is not the case. Nothing works. (incl tick/untick flatten box in path options)

Also stairs rarely work. As in 2 meters up, 2 hexes flat and another 2 meters up back in the other direction. Up to that point is fine, but to then add the 2nd floor flat path... "Obstructed" every time. There is nothing under it, other than the first floor path.

Has this issue been cleared up properly somewhere by someone? Please tell me it is something stupid I am missing. I would hate to start messing with a mod I found on Nexus that removes this error. Not sure if it removes achievements and/or might screw with my saves on future patches/updates.

Often players get that warning when flatten terrain option is enabled in paths. Also for a second story of paths, the upper layer must be four meters or more above an existing path to be allowed placement and the ramps need to be at least one meter from the edge of the upper level.

If you could post screenshots it may help us understand the issues. Are you new to the game or have you been playing it a while? In regards to making stairs just follow the keybinds (mouse/keyboard) that are set in "Settings". You can use your mouse to build stairs. You place the first piece of path, hold the left mouse button down and move the mouse forward or downward depending on the direction of the steps. Then straight the path when you need to level the path out.

What are you trying to stack? There are things that are and aren't possible so it really depends.

You can "align to grid" the paths as long as it doesn't intersect with other buildings, or uneven terrain, like this video that I quickly made at https://imgur.com/a/Bp5muoo

If none of this helps it would help to see screenshots of what you're trying to build.

As gampers62 mentioned need 4 meter height and as HeatherG mentioned some things you can stack and some not. Like this screenshot:

Again, HeatherG is right as screenshots would help to see what you are trying to do.

This is what I am trying to copy to get verticality in my zoo. Except I am constantly bumping into the "obstructed" error, even though I am copying exactly what the creator does. Everything you people mention, I already know.

Even trying to lay roads on top of other roads, yes yes 4 meters I KNOW, does not work. Always obstructed. Whether I start with the 2nd floor or bottom floor, I cannot stack floors.

I just watched his video and the only thing I noticed that he did not mention is to hold the shift key to raise the building but I am going to assume you are doing that. Seems weird
that your game will not allow the stacking . Try verify files integrity perhaps.

I have given up trying to do complicated stuff in PZ. Don't get me wrong it is possible but it is also time consuming and can create pathing issues in game. I find the game runs far better without pushing it to cope with fancy stuff like stacked or underground buildings for example.
I hope the OP manages to get the game to work for them :HappyPCGuest:

Again, having flatten terrain on for paths and facilities will cause the warning. Also you might check to see if global vertical snapping is enabled, if yes then disable that.
Also it might help to turn of all the collision options in settings.
