Well, that's odd
So I just built a HUGE habitat for Giant Otters. Purposefully, knowing they'd become a fair sized group eventually. My single pair had two babies, so four animals total. The babies came out instantly complaining of 37% space issues, but this habitat is 1700+ total area, plenty of deep water and land. That's more than 4 times what the Zoopedia says a group this size would need. They have hard shelter and plenty of toys.

The adults are 100% happy with the space, it's only the juveniles that are unhappy. Is this a bug? I reloaded to see if it would correct itself, but no dice. I did not have this issue in a different file with a much smaller habitat.

Have you checked their traversable area? Because they're babies, they may not be able to swim or climb certain things, so they may be stuck in an area that is surrounded by water and cannot get out

I've encountered the same problem with asian small clawed otters. They were claiming there was 0 deep water. Had to drain the pond, unpause for a sec then pause, fill it, and they were happy. Occasionally the tapir in their pen also freak out. The only fix is boxing them and moving them back into the habitat.
Extremely frustrating since protesters show up and get me fined pretty much every time I boot up the game.

Babies DO have different places they can go from adults.
A slightly steep slope might be too steep for the babies.

Nope, the babies have access to the entire habitat, same as the adults. They can get in and out of the water and go everywhere on the land. I haven't even "dressed" the place with any foliage or rocks yet, so its basically a blank box with water.

This seems to have resolved itself, though it took about a half hour in game. Thanks!
