Komodo Dragon shelter

I've been trying to make a shelter for my Komodo Dragon's. Every time I make one the hard shelter rating will go up to between 50% to 100% and then a few seconds later drop down to 0%. Am I doing something wrong? Is it bugged?

sometimes its to low try to make it higher. its a little bit buggy

Try and use the 'shelter' radar and see what it says. Maybe theres a hole in the roof? Idk, i've had this prob too honestly. I think the easiest way to do it is to have a pre-built shelter and cover it with rocks to look like a cave.
