Small clawed otters can be kept with binturong which also can be kept with sun bears. Gemsbok and camels can be kept together just fine.
The zoopedia doesn't list all animals that are compatible, only those which also give enrichment in addition to being compatible.
To list just a few animals that are completely compatible with the Giant Otter, insofar as you can keep them in the same habitat and set it up so that both species are happy as clams: Both tortoises, both tapirs, Probiscus monkeys, common warthogs, capybaras and Binturongs.
That's not a comprehensive list, that's just the ones that I have put with them successfully.
But no, they cannot go with the Asian otters and be quite as happy as with the animals I listed. The Asian otters don't like sand terrain higher than 20% but the Giant otters want a minimum of 30%. Hopefully you can understand why that means one of them will be a little unhappy.
If you are willing to settle for each of them being just a bit unhappy, you could put sand at 25% and combine them. If you fulfill all of their other needs they should at least be content.
The same tray is used by the Sun Bear and Binturong, for example, but it is filled with Leaves, Nuts, Fruit AND meat for them. Both of those species are just fine with pretty much any other non-carnivore.
The tray is also filled with fish rather than meat for some species, and many of those can also be combined fine with any other non-carnivore species.
Also, you are not accurate with how space is calculated. It is not the "total" of each species requirement. You will always save some space when combining, because the "base space requirement" value of a combined habitat uses only the single largest base value of all the species in the habitat. Only the "per animal" additional space calculation is used for all of them.
Gotta make the harem for my homie on a different game. See ya.
