Problems with the gray seal
Suddenly the space of 976 square meters of land, 821 square meters of water with a depth of 5 meters is too small for 1 adult male, 5 adult females and 4 young.
Even after I transfer an animal one by one to the trade center, the game continues to sound an alarm and protesters are constantly waving their signs, not to mention fines.
I use this blueprint very often and it has never been a problem.
My franchise zoo is in the european tundra this time and I wonder if the animals -because of cold periods- might need some form of shelter, although the game doesn't mention this.
Do you have a solution for me?

Is their deep water need being satisfied according to the tab on the animals themselves that shows the deep water bar? Their habitat could be huge, but if there's not enough qualified "deep water" they won't be happy with it.

I had a similiar situation where the habitat was normally just fine, but suddenly not all of the deep water was registering for some of the seals after I built an elevated viewing area for it. I had to adjust the habitat barrier to get the game to re-recognize all of the deep water for them to fix it.

I had the opposite with hippos, they like it not too deep and also like if they can sort of just walk on the bottom without having to jump if the seabed is not traversible. Anything but a perfect smooth surface underwater and they will complain with reception that the pools bottom is not suitable for their morning stroll amongst the algae XD

I get this with penguins and other deep water animals, I believe it's a bug. Removing the water then undoing the deletion fixes it for me

I wonder if it might be related to the position the habitat was placed on the world grid....
You confirmed the animals can access the water?
Like another comment you confirmed the animals habitat tab is good for things?
You've tried to simply readjust part of the barrier?
Is it still an issue with all the animals in storage?
I haven't worked with the gray seals much So I can't really offer any advice other than those basic checks.

After placing all the animals in the trade center, I did the following:
1. Removed the water and dug under the beach to the same depth as the present part and filled with water again.
2. Barieres above the water level also made a one-way view because - after being reinstated - the animals now turned out to be in stress.
3. The accessible deep-water area is now 465 square meters, eliminating the demand for space.

All animals feel good. I hope everything is fine now... Crossing fingers!
