Terrain Paint suddenly not working?

I'm new to this game and am still playing the tutorials. Was trying out the Panda Park tutorial and everything was going smoothly, started adjusting the grasses for the panda habitat in preparation to place my 3 females, when suddenly the game skipped a tiny bit and then I could no long paint any type of terrain type. No more crunchy sound, no grass long or short, sand, nothing! I made a new save, loaded and old one, restarted game, and computer, and it still won't work!! Am I doing something wrong or did my games core mechanic BREAK???

I'm not sure if this is your issue, but some of the story scenarios won't let you use certain mechanics. Like some scenarios block use of moving terrain or adding water.

The early career scenarios do indeed limit what one may do and when. If I recall correctly, after number four there gets to be more freedom to do things

I got that, I thought that maybe but i was literally in the middle of already doing the action, as the quest was 'make the pandas happy so they breed'. Today when I rebooted the game its working again. I guess it was a temporary bug. Thanks for responding!

It was a bug that resolved itself today haha. I know the missions limit you. Was part of the mission to make the pandas happy so they breed however so I was supposed to be able to do it. Was in the middle of already painting when it bugged out. All good now tho!

Unfortunately these little lapses in the user interface are still occurring in the current iteration of the game.

Exact same thing happen to me in that tutorial. Middle of painting short grass and it stopped working. Even saved and reloaded. Same problem. How did you resolve?

Late to the party, but I think I know what happened to you.

While you're painting short grass, the moment the habitat stats get well enough, Nancy will say "Our new female pandas have been given a clean bill of health". At this point the grass stats are not completely green yet, just good enough! From this moment your objective changes from painting terrain to getting the three pandas over, so the game won't allow you to continue painting terrain.
