Although I do not know specifically if they can see through the aquatic fence, I can tell you that the construction objects that guests can see through is a short list.
Even some of the glass walls block their view, or at least used to (I haven't seen a fix in any patch notes but that doesn't mean it hasn't been done).
Have you considered just lowering it so guests can see over the top of it? Animals cannot move through construction objects, so height isn't required to block their movement.
That's what I originally did and what led me to discover that the guests apparently can't see through the fence. It's just that my barriers consist of multiple groups, which I all have to edit individually.

He's talking about the "aquatic fence" under construction-Props-Fences in the construction objects.
It looks to me like guests SHOULD be able to see through it, but I've never used it at a height where they couldn't see OVER it...so I don't know for sure.
