So I whole heartedly support this idea for both types of creatures.
ah zoo tycoon, the classic zoo management game. Well parrots and other small birds can be via exhibit but I prefer to see eagles flying/soaring. Hopefully we can expect more from them.

Emperor and Rockhopper (latter is Marine Mania)
The Peafowl
The Secretary Bird (African Adventure)
Elephant Bird (Extinct Animals)
Protarcheoptreyx (Extinct animals)
Dodos (Extinct Animals)
Of all the birds I mentioned, only the flamingo, the peafowl (occasionally) and the secretary bird can fly, albeit limitedly. I don't recall seeing aviaries in Zoo Tycoon 2, maybe modded but definitely not vanilla.
I'd say wait for a few months or so.
