[Solved] Camera will NOT rotate. Why?!?
I tried "validating files" and they are all good. I tried opening the game from the folder and not the Steam menu ... no help. I have a laptop so there is no mouse and no mouse wheel obviously. I have a touchpad. Everything else seems to work as advertised but the camera simply will NOT rotate and it makes the gameplay very unenjoyable and difficult. The arrows, WASD, right click with arrows, left and right click together with arrows all work the same way and just pan left and right linearly. Left click seems not to do anything. "Pinching and twisting" on the touchpad does nothing but can pinch to zoom. Nothing is wrong with my laptop or touchpad. Please help!

[Solution] Go to settings/camera/standard camera and uncheck the box. That will make Q & E rotate. Hitting T will then toggle Q & E between rotate and Up/Down.

Turn steam overlay off if you have it on. My camera gets stuck with it on often. Also check which mode you have camera set to. There is a toggle for free and locked on bottom towards the left.

Try going to settings and rebinding some of the camera control keys? I use a touchpad too, and holding right click while using the the pad rotates for me, but I can't remember if I had to go in and mess with the default settings to get it to do that.

Default is q lowers and e raises.

This discussion provided the answer, thank you. I don't know why they did it the way they did, but it's sorted out now.

Q and E only rotate the camera once you go to settings/camera and uncheck the "standard camera" box. Now T will toggle the Q and E functions from elevation to rotation. Thanks for the input.
