Penguins Dont Swim
I have setup a penguin enclosure, i have used coolers and water temperature and the penguins have perfect welfare stats. the whole place is traversable including the water area, but none of the penguins EVER go in the water. they all just stand on the land looking at it.

Couple of things to try. Use the Jetty pieces at the waters edge and also just double check the slope into the water isn't too steep for them. It needs to be a very gradual slope like a beach for example.

They are useless amd dont swim. I instead employed mine in one of the restaurants now. Seems to to work

I placed a single jetty piece in the center of the water edge, they now swim by going down the edge completely ignoring the jetty, if i remove the jetty they go back to standing and looking at the water. what a great game

Mine swim all the time and the problem described here isn't a common one. Most usually it definitely would be something like the traversable area or slopes that are too steep and that's down to the way the game is played. Doesn't seem to be that in this case but I find myself still thinking it's probably more to do with how the habitat is built than a bug simply because it never usually seems to be a problem.

Maybe a screenshot could help?

When you click on one of the animals, does it actually say there is water they can get in to?

they don't swim because the water level isn't deep enough, i had this problem with grey seals before, i had to make water deeper so they would actually go underwater, always read the zoopedia if you want to make them comfortable, or well, the natural habitat and social stuff lol, for example: if you want to add ring tailed lemurs to your zoo and want them as comfortable as possible, pay attention to the zoopedia and terrain and coverage welfare

Usually as you are building a habitat that already has at least one animal in it (which is a good idea) click on that animal and its welfare stats come up. As said above, take note of the water bar, if it is red then they don't have sufficient water, even if you have water, it has to be fully green, and it's worked out by volume, not by surface area. Also take not that the more creatures there are in a habitat the more land and water is needed. The fish feeder will also not work if the water it's in is not deep enough. Click on one you have placed and it will tell you. Also make sure the slopes in to the water are usable.
