Not exactly. Mainly the animals in the latest DLC are semi-aquatic. Meaning they swim deep and for a long time. The other animals from the original game and older DLCs that say they need water, really only means rivers (it tells you the depth they require.) But as I say, even many that don't require water seem to love a swim! Almost every habitat I build has at least a pond in it. The animals will actually drink from it. (And get sick if it's not clean.)
