I would assume that you would be speaking of placing a path. It sounds like you have tried tuning flatten terrain on and off as well as tunneling, yes?
And you understand about needing space between habitat and path.
Do you have scenery collisions disabled?
Some time this warning is a general thing for path placement faults faults. Some things to check would be when placing a tee on a path what's going on on the other side of that junction, Also think about slight changes to where the path meets. Some of the time the game just cant find the right type of piece to use and we need to do things that change things some. also note that the true edge needs of a path are a full one meter, so one can use a one meter building block to see if that might be the issue near objects and cliffs.
Begin by verifying game files in steam.
Open steam library and right click on planet zoo and select properties. in the window that pops up select local files and click on verify game files.

Taking a look at the issue tracker, it seems to me you never put any screenshot of your issue, of the various path settings you used. For most people, the path system works fine. For every single person I've seen complaining before, the issue was a ticked box that would prevent them from placing their path, as intended by the game.
Your issue is not documented well at all, why would it not expire? Your steps to reproduce don't help at all. If "after a while of playing try to place more paths" was enough, more people would have this issue. And with no screenshots to prove you didn't mess something up, you're not giving any proof this is actually a bug.
