Why cant I place a made blueprint in franchise?

I am new to this game and after countless restarts I thought it might be easier to make a simple blueprint. It saved ok but when I try select it it has a locked symbol on it. why is this?

You probably don't have the appropriate research needed to place it completed in your franchise mode?

Yes. Don't forget, you need to both have mechanics do research on the build categories, but also vets do research on various animals in order to unlock those habitat enrichment items. Personally, I made a research franchise zoo where I tanked the money in order to have mechanics and vets research that stuff faster. Once you unlock it, you can use it in any of your franchise zoos.

I did the same thing. When new stuff is added to the game I run that zoo long enough to get all the research, then go back to my main/regular zoos.

It's also my only franchise zoo where I trained any mechanics and vets up to 5-stars; speedy research being the only thing it's worth doing that for, at least imo.
