In the mean time be certain nothing else is running and steam overlay and/or big picture are not on.
Which is the right folder to install mods outside the steam workshop?
Yes pilznils, that folder is where you place mods you have downloaded outside of steam. You should always read any installation instructions though if available just to be sure, but all I have downloaded have gone into that folder. Until they update their mods you'll still get game crashes so make sure any mods you download are the most recent and not old files created prior to the Planet Zoo update. As with any mod for any game you download at your own risk.
