Low baby penguin welfare-adults are fine
penguin just had a baby, and the baby says "critical area or crowding issues are present." I took this to mean that he needed a bigger space or something, but I clicked on the adults. and they're fine. protesters are coming now, so I figure until I figure something out, I'll move him to the trade center. does anyone know why this is happening?

Looks like the little guy got bugged above the terrain, have you tried simply moving him inside the habitat?
Different sized animals can access different areas of your habitat, so babies usually have more space available. And if there's a buggy spot somewhere in your habitat, maybe the adults simply can't reach it or are too big to glitch inside.

Since baby Penguin's complaint seems to be space, you can click on the habitat and check out the Paw Print Tab. All habitat related welfare will be detailed there. You might find a clue.

I can try that. Funny, the specific spot that he's in, seems to be the same spot where all the adults complain they're too hot, but the entire rest of the enclosure is fine. The cooler does reach to that spot as well.

Thanks, I'll look there
