Tutorial Madagascar : I can't complete the broken barrier ?

This is tutorial 2 of career, in the simian conservation project.

After the event where the animal escapes, I am supposed to fix the barrier.
However I can't seem to do it.
I click on habitats and then barrier and choose the wooden barrier and then I keep trying to fix the barrier but nothing works.

Can someone tell me what I'm doing wrong with the controls?

Once i had the same problem. My solution:
destroy the broken barrier and build it new.
Problem solved. ;)
