"Terrain too uneven for placement" -- Can't replace path texture???
https://i.gyazo.com/7d2d28b5b112ccfe7b269103ac8bfe2e.mp4

Anyone know what's going on here?
I've tried:
Getting rid of the path completely, toggling flatten/tunneling on and off in different combinations, and flattening out the ground completely in a big chunk and then trying to put the path down.

Weird, have you tried deleting the path, then using the terrain 'flatten' tool, then putting the path down again?

I'd remove the barrier, then try again. A bit of ground sticks to the base of barriers that just doesn't budge.

Yup, as stated in the initial post. It didn't work at all.

This also didn't work, and the barrier is a null barrier anyway so it shouldn't affect the ground. It's so weird.

Null barriers still attach ground to them. Especially posts. See pic.

If you didn't try it - remove all 3 walls shown in your pic. You really need to get the barrier far away from your path.
