Report a translation problem
Its very annoying to see em complain that the exhibit should be cleaned even though they should be doing it and then proceed to walk away to make food. Like how is that effective?
A keeper will only prepare food if he registers there is at least ONE hungry animal in the habitat:
1 - You say he does it when animals aren't hungry, have you checked EVERY animal in the habitat
2 - Do you have enough feeding stations/food enrichment items for all of the animals
Preparing food is the more important task so will always be carried out before cleaning
If there is only one keeper he will usually feed animals first then clean poop before he leaves
Calling a keeper will not stop him completing his current task, the next task will just be added to his queue
You say the keeper hut is close by but what about a staff room? You seem to be oblivious to the fact staff need to REST, the further away the staff room the longer he will take to get there and the walk back to the habitats will start draining his energy before he even gets to his next task.
1 keeper for 2 habitats means downtime on tasks being performed while he rests, even with TWO keepers for 2 habitats you could have them both resting at the same time especially if one is only cleaning poop.
Try having 2 keepers per habitat or at least 3 to cover two habitats with a staff room nearby

Something else you might wan't to check is if the habitat is actually a desease risk because of poop or if the water in it is dirty. If it's the water you need a watertreatment unit close by since keepers can't clean the water. Also make sure the keepers can reach every part of the habitat the animals can reach as well or they might not be able to clean it.
Probably the problems do happen during break. That seems to make sense.
i read training them up means they have less down time so that might help. Still weird you cant have 2 keepers for one habitat. One devoted to food/drink + cleaning. The other just cleaning. You d think they d be able to like roster it properly but clearly not quite intelligent enough for that... So for habitats with more animals its important to have hut and staff room close by and traiend up as high as possible. How well this may be possible practically in all situations can be the question.
