I have a staff center right near the area and the path is connected to the trade center.

Try placing the BP again from scratch because you said you had edited the original barrier and there is no way what you have at the moment will work, once placed and the staff path is connected click on your trade centre and as stated before select an animal, click on move to zoo then click on the inside of the habitat
If none of that works try doing a Steam file integrity check in case you have a corrupted file
What happened to the barrier in the bottom right corner of your screenshot?
