Hi, I followed your steps as I am having the same issue. I know I don't have a gaming laptop, but every other game I play (basically only Sims) works fine, even with a bunch of expansion packs and custom content installed.
I downloaded the game yesterday and got as far as creating an Avatar but after that nothing worked anymore. I uninstalled and reinstalled Steam and the game multiple times, disabled my Anti Virus, ran as Administrator, and it is still not working. I don't know what to do. I wish there was a number I could call but there's nothing. I keep getting the same answers.

I will try my husbands. From what I know, he has a i-7 and 16GB RAM, not sure about the graphics card.

Ok, it's only 8GB RAM which should still be enough. I suspect that the Intel(R) HD Graphics 4000 is the issue. I already requested a refund but it says I "played the game" for 3h, so I am not sure if it'll get approved.
Yeah, integrated graphics really can't do much even if that is one of the more powerful ones. :/ After 2 hours it's pretty difficult to get a refund, the last thing I could suggest is geforce go though that costs like 5$/month or something.
