Snow Terrain Not Working - Increases Rock instead??

Hi! I'm fairly new to Planet Zoo - having had the game for about 2 weeks. I love the game and I'm in franchise mode and playing with a new biome....Taiga. Most of the animals need snow in their habitat to satisfy terrain needs....however, when I use the snow terrain it paints white, but the bar for snow doesn't increase; rock increases instead. Is this supposed to be happening? Is anyone else experiencing this? My animals are doing OK as it snows regularly, but it's bothersome that I can't get the terrain to 100%, as it's really bringing down my habitat %. Any ideas or tips are greatly appreciated. Thanks.

Snow only stays at 0 degrees. Cooler helps, only in Tundra you have always 0 or less, so snow is always on the map.
