Resetting will refresh the cardboard boxes and blood products etc.
Each (entertainment, not food) enrichment item contributes a certain amount of entertainment value. Some items offer a smaller boost for a second item, some don't. But that's it, just one or two units of entertainment value for a given type of item.
On the other hand, *each* animal adds to the needed entertainment value in the habitat. So, for instance, 1 chimpanzee needs, say, 100 entertainment points. (I'm not sure what the actual values are off the top of my head, I'm just using random numbers.) You have, say, 10 different enrichment items, offering 10-100 'points', with a total of, we'll say generously, 450. It's very easy to keep 1 chimpanzee entertained. However, once you hit 5 chimpanzees - 500 needed entertainment 'points' - now you can't hit 100% anymore. Every further animal addition means that much less you can satisfy the need, with no way to increase the offering total.
TL;DR:
You don't need to "swap out" the toys. You need to decrease your number of animals in a single habitat.
