My various animals are fully researched and reach 100% toy enrichment with just 1 of each toy but none of them max out the xx/yy value.
This could be due to a min/max animal count inside a small/large enclosure. I tend to have a bigger enclosure than is required to handle expansion of the family group at a later date.
For example:
If you had the minimum number of adults in the minimum size habitat would it reach 100% and also fulfil the xx/yy values.
If it is indeed the case Elephants and Giraffes being the biggest of the animals may therefore have the biggest requirement .. or the calculation made for them to decide the yy value in xx/yy has been increased by the wrong amount.
I may have to use one of my zoos as a test zoo for these things to see if I can fathom how it works and whether there is an incorrect number in the sequence the bigger the animal gets.
I can try extending the exhibit have not thought of that don't think I have too many giraffes but possibly.
As a starting point I have a three different size enclosures with three different animals in.
Toy enrichment requires 60 per animal adult or baby regardless of size of habitat. Food enrichment seems to vary based on the size of the animal I assume. Peacocks are 1 per animal and deer are 2 per animal. I would envision that a bigger enclosure means more animals which means more toys needed to fulfil xx/yy but reaching the %age value seems to be a lot easier on all other animals.
I might have to see if I get hold of some giraffes and see what I see regarding them.

Aha, so not only are giraffes gimped by only having 2 toys to fill the requirement up but they require 110 per animal compared to the antelope and peafowl 60. Size of animal a factor perhaps ? Tortoise will be next test as they only have 3 toys like the gemsbok so will try those too and see if there are any differences based on how many they have.
Looking at my ostriches in the same zoo and almost fully researched they also have 110 per animal for toy enrichment. With 11 ostriches in the habitat I have to have 1210 to max out that number. But yet they are either fully enriched with toys or very close to it.
So maybe the numbers allocated per animal rises per size but doesn't take into account the number of toys to distribute those values.
However, the sprinkler provides a value of 50. Thats almost half the required amount for one giraffe or ostrich. Assuming the more enriched toy ( higher in the research tree ) will have a value of 50 or more and thus bring the value to its completion.
Will need to do some more experiments. But later ..
It should still count as an enrichment bonus for their toys.
The first one is sprinkler. I had it already researched for my ostriches.. but my giraffes have only just started being researched.
That shouldn't affect their toy enjoyment

The sprinkler provides 50 enrichment points initially with the second providing 25 and the third 12 and the fourth 6 if I remember rightly. It soon dwindled down due to diminishing returns to 4 sprinklers providing 56 enrichment points instead of the 90 or so you get with 4 at the start.
The scratching post provides 100 points the first time you put it down and no additional ones ( for 2 giraffes at any rate ) will change that value.
So, even if we have everything placed down in one go so that they are fresh and interesting you will only get around 190 points out of the 220 required for 2 giraffes.
Before I put the rubbing post in they were at a total enrichment value of 27%, once the rubbing post was put in they were at 50%. But with no food enrichment items available yet, (next research level) it will stay there. I suspect the food enrichment items will get them up to 100% even though the toy enrichment values diminish quickly.
Bear in mind that they would get 40 ( I think ) enrichment points if I merged the two habitats together and had all 3 in one habitat. This would help the percentage total but not the toys. Unless as suggested, they can play and enjoy the other toys despite them not being theirs.
The ostriches in the neighbouring habitat however tells a different story ..

The maximum it lets me at this point in time ( it likely diminished ) is as follows:
5 x herb scent marker 83
1 x mirror mobile 142 - it was 150 a short while earlier
2 x small balls 37 - I had others but they had fallen out of the diminishing returns range
4 x sprinklers 58
Total of 322 out of 660 required
Food Enrichment is totally fine for ostriches and warthogs.
So, once I test out the tortoises 3 toy scenario I should be able to see if the number of different toys is a major factor.
As to the sandbox scenario. With all those settings available, is there a possibility that there are a different set of values being used in the algorithm on that mode of game.
The values I have been using are from my franchise zoo ( African Grassland ) if others have different values on a different mode and type zoo.

I looked at the ostriches again in my African Grassland zoo and placed a pair of ostriches in their own habitat..

- 305/220 ... So will work with small groups but worsens as the group grows and boredom sets in

It definitely looks like Giraffe is losing out having only the 2 types of toys.
